CITIZENS RATIFICATION BRANCH (CRB) Citizens Ratification Inc. – Educational Page INTRO The Citizens Ratification Branch (CRB) is the permanent, coequal, and safest fourth branch of government. Its sole function is to administer the constitutional right of citizens to ratify or reject laws, executive orders, and regulations with near-100 percent accuracy and transparency. It does not govern, legislate, or judge. Created directly by the Citizens Ratification Amendment, the Branch exists solely to present every enforceable measure on a secure national Portal, record citizen selections of Accept or Reject, maintain the Master Law Library as the sole authoritative register of enforceability, and supply neutral informational support through Sentinel. Every structural, operational, and funding rule is designed to keep the Branch permanently limited, independent, and incapable of accumulating governing power. 03.01 WHAT IS THE CRB 03.01.01 Permanent Coequal Fourth Branch The Citizens Ratification Branch is a permanent independent fourth branch of government created directly by the Citizens Ratification Amendment. It holds equal constitutional authority with the Legislative, Executive, and Judicial branches. Once the Amendment is ratified by the required number of states, the Branch comes into existence by the self-executing force of the constitutional text itself. It is coequal in rank, meaning that its constitutional status is identical to that of the other three branches. Its permanence is absolute: it cannot be abolished, diminished, or reorganized by ordinary legislation. Its independence is structural: no other branch may direct, alter, or obstruct its core function of recording citizen consent. 03.01.02 Safest and Most Limited Branch The CRB is the safest and most limited branch of government. It does not govern, legislate, judge, or enforce. Its only function is to administer the constitutional right of citizens to ratify or reject statutory laws, executive orders, and regulations with as close to 100 percent accuracy and transparency as possible. The Branch is deliberately constructed to be the least dangerous of the four constitutional branches. It possesses no power to originate measures, to execute them, to adjudicate disputes, or to compel any person or institution. Its entire authority is exhausted in the accurate administration of the people’s right to grant or withhold consent. This radical limitation is the source of its safety: because it cannot expand its own power, it cannot threaten the separation of powers or the liberties of the people. 03.02 SOLE FUNCTION 03.02.01 Administer Citizen Ratification Only The sole function of the CRB is to administer the citizen right to ratify or reject measures through the secure CRB Portal. Every activity of the Branch—authentication, presentation of measures, recording of selections, certification of tallies, maintenance of the Master Law Library, operation of Sentinel, and issuance of notifications—exists solely to enable verified citizens of voting age to record Accept or Reject selections and to have those selections determine the continuing enforceability of measures according to the three-strike rule and the ten-percent participation threshold. 03.02.02 No Governing, Legislating, or Judging The CRB performs no legislative, executive, or judicial functions. It records the continuing consent of the governed and nothing more. The Branch creates no law, issues no order, renders no judgment, and enforces no rule. It does not interpret the measures placed before the people, nor does it decide the wisdom or constitutionality of those measures. Its constitutional assignment is exhausted when it has accurately recorded and certified the people’s selections and updated the Master Law Library accordingly. 03.03 GOVERNANCE STRUCTURE 03.03.01 Director – Presidential Appointment The CRB is managed by a Director appointed by the President of the United States. The Director serves as the operational head and is responsible for national administration of the CRB Portal and compliance with CRA protocols. The Director is the chief operational officer of the Branch. The Director oversees the Portal, ensures continuous forensic auditing, certifies official tallies under oath or penalty of perjury, and refers every flagged anomaly or concern to investigative boards. The Director possesses no authority to delay, influence, reinterpret, or alter any citizen selection or Library entry. 03.03.02 Board – One Member Per State Governor A Board composed of one representative appointed by each state Governor ensures state representation and oversight. Each of the fifty state Governors appoints one Board Member. The resulting Board of fifty members supplies federalism-respecting oversight and provides the pool from which investigative boards are drawn. Board Members, like the Director, are forbidden to interfere with citizen selections and are subject to the same anti-tampering penalties. 03.03.03 Roles and Oversight Responsibilities The Director and Board manage funds, contracts, rules, and operations. The Director refers flagged issues and randomly assigns five-member investigative boards from state Board Members. Together the Director and Board exercise management authority over appropriations, the selection and termination of contractors, the adoption of internal operating rules consistent with the Amendment, and the overall integrity of the system. When Sentinel or any other source flags an anomaly, the Director must refer the matter and randomly assign a five-member investigative board drawn exclusively from the state-appointed Board Members. Additional oversight assignments may be made as needed, but no such assignment may ever touch the content or outcome of citizen selections. 03.03.04 Compensation Source Compensation for the Director and Board Members is provided by their respective appointing authorities (federal or state). The CRB issues no payroll. The Director is compensated solely by the United States. Each Board Member is compensated solely by the state whose Governor made the appointment. The Branch itself maintains no payroll, no personnel system, and no authority to set or adjust any compensation. This arrangement removes any financial incentive for the Branch to seek larger budgets or broader powers. 03.04 NO-EMPLOYEE CONTRACTOR MODEL 03.04.01 All Operational Functions via Contracts The CRB has no employees. All operational functions are executed through contracted services managed by the Director and Board. The Amendment and the complementary Charter forbid the Branch to hire employees of any kind. Every operational task—authentication infrastructure, Portal maintenance, Library management, Sentinel support, forensic auditing, notification systems, and citizen services—is performed exclusively by outside contractors under the management of the Director and Board. 03.04.02 Termination at Will Without Cause All contracts must include a provision allowing the CRB Board to terminate at any time, without cause and without penalty. Every contract executed by the Branch is required to contain a non-waivable termination-at-will clause. The Board may end any contractual relationship instantly, for any reason or for no reason, and without financial penalty. This provision prevents any contractor from acquiring entrenched power or resisting removal when integrity, performance, or security requires it. 03.04.03 Why This Model Exists The no-employee contractor model protects the neutrality and independence of the Branch and prevents the growth of a permanent bureaucracy. A permanent workforce would inevitably develop institutional interests that could conflict with the Branch’s narrow constitutional assignment. By forbidding employees and requiring terminable-at-will contracts, the Amendment ensures that the Branch can never accumulate a self-perpetuating staff, never develop a bureaucratic culture, and never acquire the capacity to expand beyond the accurate recording of citizen consent. 03.05 THE CRB PORTAL 03.05.01 Secure National Interface The CRB Portal is the secure, constitutionally authorized national interface through which all ratifications occur. The Portal is the exclusive constitutional medium for the presentation of measures, the recording of citizen selections, the publication of certified tallies, the operation of the Master Law Library, the delivery of Sentinel summaries, and the Citizen Commons. It is the operational embodiment of the people’s right to ratify or reject. 03.05.02 Authentication Standards The Portal employs state-of-the-art verification methods, including biometric and encrypted credentials with quantum-resistant cryptography or higher standards as technology advances, prioritizing individual integrity and approaching one hundred percent certainty in confirming lawful access by verified citizens of voting age. Authentication is required to approach certainty that only lawful citizens of voting age can record selections. The standards are dynamic: as technology advances, the Portal must adopt higher levels of cryptographic and biometric security. Reasonable doubt concerning eligibility triggers investigative review. 03.05.03 No Permanent Storage of Unnecessary Data The Portal shall maintain no permanent storage of personal identifying data beyond what is strictly necessary for authentication. Once authentication is complete, the Portal retains only the minimum data required to confirm that a selection was cast by a verified eligible citizen. No permanent dossier of personal information is created or stored. 03.05.04 Access Rules Ratification interface is restricted to verified citizens of legal voting age. Educational resources are available to all U.S. citizens. Any non-citizen or fraudulent access attempt constitutes a high crime and misdemeanor subject to prosecution. Only verified citizens of voting age may record Accept or Reject selections. Educational materials, Sentinel summaries, and Library search functions are open to every U.S. citizen. Any attempt by a non-citizen or any fraudulent access is a high crime and misdemeanor. 03.06 SENTINEL AI 03.06.01 Publicly Visible Neutral Assistant The CRB provides a publicly visible neutral Artificial Intelligence assistant known as Sentinel. Sentinel is embedded within the Portal and is visible to every user. It exists solely as an informational and educational resource. 03.06.02 Factual, Scientific, Objective Summaries Sentinel generates clear, factual, scientific, and objective summaries, responses, and educational resources for all citizens. Every summary, answer, and educational output produced by Sentinel must be clear, factual, scientific, and objective. Sentinel draws directly from the Master Law Library and from probability-rated knowledge consistent with the CRB AI Mandate. It presents information without ideological filtering. 03.06.03 No Authority Over Outcomes Sentinel holds no authority over outcomes. Sentinel cannot influence tallies, alter selections, determine enforceability, or override the Master Law Library. Its outputs are advisory only. 03.06.04 Referral of Flagged Issues Sentinel refers all flagged issues, anomalies, or concerns to the Director for assignment to investigative boards. Whenever Sentinel detects an anomaly, inconsistency, or concern, referral to the Director is mandatory and immediate. The Director then assigns the matter to a randomly selected investigative board. 03.07 MASTER LAW LIBRARY OPERATIONAL 03.07.01 How Measures Are Entered and Marked No statutory law, executive order, or regulation is enforceable unless it is uploaded to the CRB’s Master Law Library. Rejected measures are marked accordingly. Every enforceable measure at every level of government must be entered into the Library. Upon a third consecutive qualifying rejection, the measure is immediately marked as unratified and unenforceable. The Library entry itself is the constitutional determinant of status. 03.07.02 Search by Category, Jurisdiction, Date Citizens can search and review all enforceable measures by category, jurisdiction, and date of issuance. The Library is required to provide functional public search capacity organized by category, jurisdiction, and date so that any citizen can determine precisely which rules currently bind them. 03.07.03 Classified Placeholders in Practice Classified measures appear as non-revealing placeholders labeled CONFIDENTIAL. Classification status is certified annually by the President. Legitimate classified or confidential measures appear solely as non-revealing placeholders. No title, agency, or content is disclosed. The President (or a delegated authority) must recertify the classification status of each placeholder annually. 03.07.04 Enforceability Determination Enforceability is determined solely by Library status. Absence of a rejection flag signifies enforceability. The Library is the sole authoritative register. Absence of a rejection flag after the operation of the three-strike process means the measure remains enforceable. Presence of a rejection flag after three consecutive qualifying rejections means the measure is void and may not be enforced in its rejected form. 03.08 CITIZEN COMMONS OPERATIONAL 03.08.01 Discussion Features The Portal includes a Citizen Commons for open discussion. The Commons is a dedicated space within the Portal in which citizens may discuss measures, examine Sentinel summaries, and exchange views. 03.08.02 User Controls Citizens may block, filter, or curate their own experience. Each user retains complete individual control over the content that appears in that user’s personal view of the Commons. 03.08.03 Free Speech Protections in Practice Citizens retain full free-speech rights within the Commons. No content-based restriction beyond the ordinary limits of the First Amendment is imposed by the Branch. Official Branch channels remain strictly neutral; citizen speech within the Commons is fully protected. 03.09 FUNDING MODEL IN OPERATION 03.09.01 Startup Appropriation Initial funding is twenty-five billion dollars per year until twenty-five million citizens register on the Portal. The startup appropriation continues automatically until the registration benchmark of twenty-five million citizens is reached. 03.09.02 Ongoing Benchmark Thereafter funding follows a benchmark of approximately one thousand dollars per registered citizen per year, inflation-adjusted. Once the registration threshold is met, the per-citizen benchmark, adjusted annually for inflation, governs. Both the startup figure and the ongoing benchmark are budgeting references only; they create neither a tax nor a fee on any citizen. 03.09.03 Exclusive Use for Portal, Library, Services Funds are used exclusively for Portal, Library, and citizen services. No appropriation may be diverted to any other purpose. All funds support the Portal, the Master Law Library, Sentinel, authentication, auditing, notifications, educational resources, and related citizen services. 03.09.04 No External Revenue No external revenue sources are permitted. The Branch is forbidden to accept donations, grants, advertising, sponsorships, or any other private or non-Treasury funds. This absolute prohibition protects neutrality and prevents private influence. 03.09.05 Mandatory Constitutional Expenditure CRB funding is a mandatory constitutional expenditure unalterable by legislative or executive deferral. Because the Branch is a coequal constitutional branch, its appropriations are mandatory. They cannot be reduced, delayed, redirected, or conditioned by ordinary legislative or executive action. No appropriation bill may condition CRB funds upon approval of any policy or program. 03.10 ANTI-TAMPERING ENFORCEMENT 03.10.01 Immediate Forensic Investigation Any attempt to delay, interfere with, manipulate, alter, suppress, or distort any citizen selection, tally, display, summary, Library entry, or ratification process triggers immediate forensic investigation. The duty to investigate is automatic and immediate upon any credible allegation or detection of interference. 03.10.02 Referral to Department of Justice Substantiated violations are referred to the Department of Justice. Once forensic investigation substantiates a violation, referral for federal prosecution is mandatory. 03.10.03 Application to All Persons Applies to the Director, Board Members, contractors, vendors, technical personnel, public officials, and private citizens. Penalty: 20 years to life in federal prison (or impeachment where applicable). No person is exempt. The identical standard and the identical penalty range apply to the Director, every Board Member, every contractor, every public official, and every private citizen. Impeachment remains available where constitutionally applicable. 03.11 CONTINUITY, SECURITY, AND REDUNDANCY 03.11.01 100 Percent Recoverability Goal The system is designed for 100 percent recoverability of citizen selections and Library records. Every selection and every Library entry must be recoverable in full even under conditions of physical destruction, cyber attack, or systemic failure. 03.11.02 Multi-Region and Offline Contingencies Multi-region architecture and offline contingencies protect against disruption. The architecture must incorporate geographic distribution and offline fallback capabilities so that the recording of consent can continue in peace, war, or crisis. 03.11.03 Best-in-Class Standards Best-in-class security and continuity standards are required. The Amendment mandates the continuous adoption of the highest available standards of security, cryptographic integrity, and operational continuity. 03.12 EDUCATIONAL AND MODELING TOOLS 03.12.01 Free Resources for All Citizens Educational resources are free to all U.S. citizens. All educational materials, Sentinel summaries, and informational tools are provided without charge to every U.S. citizen. 03.12.02 Scientific and Legal Modeling The Portal supports scientific and legal modeling tools. The Branch is authorized to make available modeling capabilities across scientific and legal domains so that citizens may examine the measures placed before them with greater clarity. All such tools remain strictly advisory. 03.12.03 Homeschool and Lifelong Learning Support Support for homeschooling and lifelong learning is included. The Portal may furnish curricula, tutoring support, testing resources, and validated records to assist families and individuals in lifelong civic and general education. These services remain subordinate to the Branch’s sole function of administering ratification. 03.13 INVESTIGATIVE BOARDS 03.13.01 Random Assignment from State Board Members Investigative boards are randomly assigned from state-appointed Board Members. When an issue is referred, the Director randomly selects five members from the fifty state-appointed Board Members to form an investigative board. 03.13.02 Role in Reviewing Flagged Issues Boards review issues referred by Sentinel or the Director. The sole function of an investigative board is to examine the referred anomaly, concern, or allegation and to report findings. Boards possess no authority to alter selections, tallies, or Library entries. 03.14 PROHIBITED ACTIONS 03.14.01 No Delay, Interference, or Influence No one may delay, interfere with, or influence any citizen ratification. The prohibition is absolute and applies to every person connected with the Branch and to every member of the public. 03.14.02 No Reinterpretation of Citizen Will No one may reinterpret or alter the recorded will of the citizens. The selections recorded by citizens are final for purposes of the three-strike process. No official, contractor, or private person may reinterpret, recharacterize, or alter those selections. 03.14.03 Zero-Tolerance Policy Details Zero tolerance applies. Even minimal interference constitutes tampering. The standard is zero tolerance. Any act that delays, interferes with, manipulates, alters, suppresses, or distorts the process—however slight—constitutes tampering, triggers immediate forensic investigation, and subjects the actor to the full penalty of twenty years to life in federal prison.
