INTERNAL VOLUNTEER INFORMATION Citizens Ratification Inc. – Internal Guidance (Accountable / Non-Public) INTRO This document is internal to Citizens Ratification Inc. and is issued solely for the information, coordination, and accountability of volunteers. It is not a public educational page. It exists to ensure that every volunteer understands the temporary, nonpartisan, zero-compensation character of CRI, the strict limits on authority, the privacy protections, the coordination protocols, and the automatic dissolution that ends all volunteer service. All content is drawn exclusively from the signed CRI Bylaws, the twelve Appendix Notes, and the authoritative master reference. Volunteers hold no governance authority and cannot bind the organization. 09.01 PURPOSE OF VOLUNTEER SERVICE Volunteer service exists solely to advance the single mission of Citizens Ratification Inc.: to develop, promote, and support the passage and implementation of the Citizens Ratification Amendment until the permanent Citizens Ratification Branch is fully established. No other purpose is authorized. All volunteer activity must remain strictly nonpartisan and confined to the locked text of the Amendment and the governing documents of CRI. 09.02 ELIGIBILITY AND STATUS Any individual willing to serve without compensation may be accepted as a volunteer at the discretion of the Voting Officers. Volunteers are unlimited in number. They possess no voting rights, no governance authority, and no power to speak for or bind CRI. Elevation to non-voting stakeholder or Voting Stakeholder status, if ever considered, requires unanimous approval of the active Voting Officers and Voting Stakeholders in accordance with the Bylaws. 09.03 ANONYMOUS PARTICIPATION IDENTIFIERS Every volunteer is assigned an internal anonymous participation identifier (typically a combination of initials and a randomly generated number). This identifier is the sole internal means of tracking task assignment and coordination. Full legal names, residential addresses, telephone numbers beyond those voluntarily supplied for coordination, and any biometric data are neither required nor retained beyond the minimum necessary for secure communication. 09.04 ZERO-COMPENSATION RULE No volunteer shall receive any salary, wage, stipend, benefit, expense reimbursement from CRI funds, or any other form of compensation. All service is strictly voluntary. This rule is absolute and is enforced under the signed Bylaws. 09.05 AVAILABLE ROLES AND EXPECTATIONS Roles may include research support, preparation of educational materials, outreach coordination, technical assistance, proofreading, graphic support, and other tasks that further the sole mission. Expectations are limited to accurate, nonpartisan work product consistent with the authoritative Amendment text. Volunteers are never required to perform any task; acceptance of an assignment is voluntary and may be declined or terminated by the volunteer at any time without penalty. 09.06 TIME COMMITMENT AND FLEXIBILITY No minimum or maximum time commitment is imposed. Service may be remote or local, continuous or intermittent. Volunteers set their own availability. CRI will not schedule mandatory meetings or impose deadlines that create personal hardship. 09.07 COORDINATION PROCESS Task assignment and communication occur exclusively through the internal channels maintained by the Voting Officers or their designated coordinators. All coordination uses the anonymous participation identifier. Volunteers report progress, questions, or concerns through the same internal channels. No volunteer is authorized to create independent public channels, social-media accounts, or external communications that purport to represent CRI. 09.08 PRIVACY AND DATA-HANDLING RULES CRI collects and retains only the minimum data required for secure coordination. Anonymous identifiers may be changed or permanently deleted at the volunteer’s written request. CRI never shares volunteer data with political campaigns, commercial entities, external organizations, or any third party. Upon CRI’s automatic dissolution, all residual volunteer data-handling obligations terminate with the corporation. 09.09 PROHIBITED ACTIONS Volunteers are prohibited from: Representing themselves as officers, stakeholders, or official spokespersons of CRI. Altering, expanding, or misrepresenting the locked text of the Citizens Ratification Amendment. Engaging in partisan advocacy under the CRI name. Collecting or storing personal data of other volunteers or supporters. Entering into any contract, commitment, or financial obligation on behalf of CRI. Continuing any CRI-related activity after the corporation’s automatic dissolution. Violation of these prohibitions may result in immediate termination of volunteer status. 09.10 ACCOUNTABILITY AND RECORD-KEEPING Although this document is internal and non-public, CRI maintains internal accountability. Task assignments, progress reports, and any material produced by volunteers are retained solely for coordination and integrity purposes during the life of the corporation. Annual public disclosure of donations and spending (required by the Bylaws) does not include volunteer identities or personal details. The President remains responsible for overall compliance with the Bylaws and for verification of the six implementation milestones that trigger dissolution. 09.11 RELATIONSHIP TO AUTOMATIC DISSOLUTION All volunteer service ends automatically ninety days after the President confirms that the six CRB implementation milestones have been met. At that point CRI pays remaining obligations, cancels contracts, donates residual assets to qualified charities, posts public notice, and ceases to exist. No volunteer relationship survives dissolution. Rebranding or continuation of any CRI activity under a different name is permanently barred. 09.12 NONPARTISAN CONDUCT STANDARD Every volunteer is required to maintain strict nonpartisanship in all CRI-related work. The Amendment and the future Branch are designed to serve all citizens equally. No volunteer may use CRI materials, identifiers, or channels to advance any political party, candidate, or ideological agenda. 09.13 COMMUNICATION WITH VOLUNTEERS Official internal communications originate only from the Voting Officers or their designated coordinators using the contact channels authorized in the master reference. Volunteers should disregard any communication that does not originate from those channels or that requests personal data beyond the anonymous-identifier system. 09.14 ACKNOWLEDGMENT OF TEMPORARY STATUS By accepting any volunteer assignment, the individual acknowledges that CRI is a temporary vehicle, that all service is unpaid, that the individual holds no governance authority, that privacy protections are limited to the internal anonymous-identifier system, and that all service terminates automatically upon CRI’s dissolution.
