INTRO
The Citizens Ratification Amendment restores the enduring consent of the governed. It creates a permanent, coequal, and strictly limited fourth branch of government so that no law, executive order, or regulation can remain enforceable without the continuing consent of the people.

The Amendment gives every verified citizen of voting age a direct, secure, and low-burden way to ratify or reject measures at every level of government through a national Portal. Laws and executive orders take effect immediately but can be removed after three consecutive rejections. Regulations require three consecutive ratifications before they become enforceable.
