Proposed Amendment XXVIII lets verified citizens Accept or Reject laws, executive orders, and regulations after government acts. Citizens do not write laws, replace Congress, or override courts.

HOW A MONTH WORKS
• Laws and executive orders take effect immediately.
• They fall only after three consecutive monthly rejections that meet the 10% threshold.
• Non-participation is not rejection.
• Regulations need three consecutive ratifications before they are enforceable.
• Only people bound by the measure may act on it.

THE BRANCH
A limited fourth branch records consent. It does not legislate, execute, or judge. No employees. Treasury funding only after the Amendment passes. Sentinel summarizes. It has no vote.

Citizens Ratification Inc. is a temporary Texas nonprofit passing the Amendment. Then it ends.
No one is paid. Not currently tax-deductible / determination pending.
